PROJECT DESCRIPTION:
SPECIFIC OBJECTIVES OF THE PROJECT:
  • To develop capacity of universities and public bodies from Belarus, the Ukraine and Uzbekistan in modern policies and tools for quality assurance in higher education and research;
  • To facilitate involvement of students in quality work;
  • To develop the policy documents and introduce QA tools for various levels of education and research;
  • To prepare recommendations on introduction of QA tools and policies in universities;
  • To increase awareness on modern quality assurance tools and policies in partner countries.
BACKGROUND OF THE PROJECT:

This Project is devoted to introduction of modern quality assurance in higher education and it is targeting 3 countries of former Soviet Union: Belarus, Ukraine and Uzbekistan. Prior to 1991 systems of higher education in this countries comprised parts of a single area of higher education of the Soviet Union. Nowadays, higher education in these three countries develops in its own way: the Ukraine is a part of the Bologna process and proceed with integration into EHEA; Belarus, having formally not joined the Bologna process, develops its cooperation with European countries in the area of higher education and research; and Uzbekistan, being situated far from Europe, is trying to develop its higher education using the best practices of neighbouring countries as well as European countries.

Regardless to geographical placement and other factors, the countries experience growing academic mobility on all levels: from bachelor to PhD students and researchers. The mobility pattern is gradually changing: from mostly East-West mobility in the beginning to much more balanced one with the part of West-East mobility gradually growing. While introduction of credits facilitates understanding of quantitative characteristics of university studies and introduction of qualification frameworks compatible with the overreaching framework for EHEA helps to understand the content of studies, quality assurance in higher education helps to secure quality of graduates and recognition of the periods spent abroad.

In all 3 countries concerned, traditional system of quality assurance has 2 main directions: control of student’s knowledge on institutional level from one side and control from the Ministry of Education or other relevant authority over an institution from another side.

After meeting in Bergen in 2005, where Minister so f education of the countries-members of the Bologna process approved the “Guidelines on QA” proposed by ENQA, introduction of new methods and tools for quality assurance in higher education compatible with Guidelines became one of the most important tasks for Belarus, Ukraine and Uzbekistan.

Nowadays it is of outmost importance that internal quality assurance systems in the HEIs use the principles of internal quality assurance given in the Bologna documents, so that external and internal QA systems complement each other and work as a single entity.

This Project is developed as a bottom-up initiative of the universities in Belarus, the Ukraine and Uzbekistan on introduction of new model of quality assurance in a way it was described in London Communique, Ministerial meeting 18 May 2007: “The main responsibility for quality lies with HEIs”.

The essence of the Project is to develop and introduce internal quality assurance system based on the Guidelines recommended by ENQA and which would use experience of the partner European universities.

The main Project components are:

- benchmarking of the best practices in participating countries and exchange of experience;

- studying European experience in introduction of quality policies on level of HEI;

- involving of students and external stakeholders in the quality work;

- developing the quality documents and recommendations on their introduction;

- introducing tools and methods for quality assurance of research.

New tools for guaranteeing the quality in education and training should have common ground and be based on the best practices of the universities.
